What the buyer wants

One contractor will keep three public toilet blocks clean, stocked, safe and working throughout the year. The buildings are at the Ornamental Gardens, Church Hill and the southern Promenade in Grange-over-Sands, Cumbria.

Cleaning is required at least twice daily on every day except Christmas Day. Busy periods, bank holidays and events also need an interim visual inspection. Consumables, equipment, sanitary-waste collection and routine minor maintenance are part of the service.

The work also covers daily litter collection, graffiti removal, window cleaning, quarterly preventative maintenance and reports, door/access systems and minor plumbing. Users need an emergency contact service while the toilets are open.

The service schedule

Every day except Christmas Day: attend at least twice to clean and check equipment, restock supplies whenever needed, remove outside litter and clear graffiti when found or reported. Add a visual check during the high season, bank holidays and special events.

Collect sanitary waste at least fortnightly between the start of the school Easter holiday and the end of October half-term, and monthly over winter; increase collections if use requires it. Clean the windows inside and out every month.

Inspect and maintain each block quarterly and provide written reports. Keep gutters and drains clear; deal with routine blockages, fixtures, lights and access systems within the stated scope; maintain the card readers and Wallgate handwashing units. Record utility readings and flush and clean the Promenade bottle-refill nozzle.

Provide assistance call-outs within 48 hours. Separately explain the user emergency contact and response arrangements for incidents such as entrapment or door failure while the toilets are open. The pack asks you to propose typical emergency response times; it does not set a separate fixed emergency response target.

Supply all materials and consumables and keep them secure in the service areas. Maintain risk assessments, suitable staff training and on-site COSHH sheets. The written contract risk assessment is due within one month of starting and needs at least an annual review.

Where the work takes place

The three sites are Ornamental Gardens, opposite Yewbarrow Terrace, LA11 6ED; Church Hill on Pig Lane, LA11 6BE; and the Promenade opposite the Lido, LA11 7DS. They use Nayax card access and/or radar keys.

This is an on-site Cumbria contract. A Manchester business would need a reliable local staffing and emergency-cover arrangement, including all-year operation. That is a practical assessment of the service, rather than a buyer restriction on the bidder’s registered address.

A site inspection is strongly recommended and can be arranged with the Town Clerk. The contractor must keep inspection records and normally attend quarterly review meetings.

Who can apply

Public liability and employers’ liability cover must each reach £10 million. Include the certificates, two contactable references, health and safety and equal-opportunities policies, and a pay policy addressing the National Minimum Wage.

Explain routine staff coverage, sickness and emergency cover, the cleaning method, arrangements for users needing emergency assistance, and the quarterly maintenance programme. Include relevant training certificates and lawful waste-carrier arrangements where they apply.

Complete the company details and authorisation declaration. Disclose actual or potential conflicts of interest and confirm the proposed service meets the specification and applicable legal requirements.

How applications are assessed

The assessment covers competitiveness and clarity of price, company and insurance information, experience and continuity of service, and how closely the proposal meets the specified cleaning and maintenance duties. The pack gives no numerical scoring weights or answer-length limits.

A lower price alone does not secure the contract. The practical proposal needs to show how twice-daily attendance, seasonal pressure, absence cover and quarterly maintenance will work.

Contract value and how the work is awarded

Appendix A requires six annual figures excluding VAT: Year 1 and Year 2 for each of the three sites. There is no published budget. Price the whole service, including staff, cleaning supplies, replenishment, waste and the routine maintenance included in the specification.

Two people currently clean the facilities and the council says TUPE may apply. A bidder needs the relevant employment information before finalising a price. The published pack does not contain individual employee-cost data.

The contractor bears vandalism-related maintenance up to £500 per toilet suite per incident unless otherwise agreed. Major building, electrical and plumbing works, capital replacement and damage beyond the stated allowance are excluded unless separately agreed.

Invoices are monthly in arrears. Extra work needs written agreement before it starts. Either party may terminate on 28 days’ written notice, with separate immediate-termination rights for serious problems.
